Everything indicates that.
The Norwegian naming practice was not followed always, no rules without exceptions, but the general rule was the way you wrote.
An exception that was not always followed was when a widow married again and had a son. He was often named after her late husband to honor him.
The same was when a widower married and had a daughter, she was often named after his late wife.

This naming practice lasting for more than a thousand years ended ca 1900.
Iceland still practice it and use the old endings -sson and -dottir.

Summary of Evidence:

My goal on this forum was to locate the ancestry of my 3rd great grandfather Johannes Halvorsen going back in time. I had traced a person of interest thinking I was on the right track until a collaborator gave evidence to the contrary...so this is my second attempt to find the parents of Johannes Halvorsen. I've taken a more cautious approach this time ....looking for evidence to support my person of interest.
Here is what I have as supporting evidence that a Halvor Jorgensen and Ingeborg Jensdatter are the parents of MY Johannes Halvorsen.

1/ September 16, 1787 Baptism of Johannes Halvorsen to Halvor Jorgensen and Ingeborg Jensdatter on Rue farm Seljord, Telemark
2/ 1791 Family moved to farm Lie in Seljord where daughter Signe born
3/ 1792 Family move to Rodklev farm near Bo - Johannes sister Bergit born here 1793
4/ 1801 Census has family on Rodklev farm (Osterlie Midgaarden) Johannes as a 13 year old
5/ 1818 Johannes marries Gunild Nilsdatter Kleven in Bo - she is also from Bo area
6/ 1819 Johannes son Halvor born in Bo - witness to his birth is Johannes sister Bergit Lie, and brother in law Knud Iverson (Kophoe) and his 2nd wife Margit Kophoe
7/ All of Johannes children born in Bo except for Ingeborg (Sauda 1825)
8/ 1822 Johannes son Nils born - Johannes brother in law Knud Kophoe as witness
9/ 1815 Halvor Jorgensen Probate Record correctly refers to unmarried son Johannes (married in 1818)
10/ 1836 Johannes Halvorsen Kleven as witness to a Bo birth ...also known as Johannes Halvorsen Kleven at his death in Long Prairie Illinois (1849)
11/ Norwegian Tradition of naming their children:
Eldest son Halvor after paternal grandfather Halver Jorgensen
Eldest daughter Ingeborg after paternal grandmother Ingeborg Jensdatter
Second son Nils after maternal grandfather Nils Andresen

Items # 6 and # 8 above provide a strong link between the children of Halvor Jorgensen and the children of Johannes Halvorsen. This nicely connects the two generations of family.

The evidence, although not definitve, is strong that Halvor Jorgensen and Ingeborg Jensdatter are the parents of Johannes Halvorsen who married Gunild Nilsdatter Kleven.

Taking the Norwegian custom of naming children one more generation:
In the case of Johannes Halvorsen's eldest son's (Halvor Johannesen) children:

Eldest son Johannes named after his paternal grandfather Johannes Halvorsen
Second son Thor named after his maternal grandfather Thor Ougensen
Eldest daughter Gunnild named after her paternal grandmother Gunild Nilsdatter

This Norwegian tradition has once again tied the generations together and lends credibility to the genealogy of Johannes Halvorsen's parents.

The other part of this is that you have slogged it out yourself in the records and you know how much you have studied and because of the exhaustive nature of your looking, you know how unlikely it is that someone will be able to put forward any other Johannes Halvorsen as a credible candidate
