[1] From the 1910 census: a 19-year-old youth from Seim, Hordaland, living in Harstad, Troms county in a household with several other young men. All these fellows have the occupation "underofficerelev". Are they in the military? Or??

[2] From a 1908 church book: A bride in Bergen, in her late 20s, occupation"hjemmevær". Meaning?

Yes, they are taking a military education to become sargents: Under-officer-elev = sub-officer-student. A "sub-officer" would be a non-commissioned officer in English, essentially some kind of sargent. It would be interesting to see which "household" they were staying at; that could provide more information on the type of education: Which branch of the military, etc. I have tried to type in underofficerelev in the 1910 census, but only get matches in the southern part of Norway. It would be very helpful if you would provide a link to the source.

Hjemmevær. would be short for hjemmeværende, literally someone who stays at home. It is the traditional designation of a housewife, but would probably also be used for adult daughters staying at home to help with the household. Perhaps someone else can confirm?

I found it; the boys in Harstad were "Underofficerselev", (with the s) not underofficerelev as you wrote. Same meaning, though. The address is given as Storgaten, which is mentioned as one of the localities used by "Tromsø Stifts Underofficersskole", later "Befalsskolen for Infanteriet i Nord-Norge":
