You are right.
This is Andreas Hansen Petersens parents. His father was a seaman.
He was bapt. in Glemmen old Church April 6. "Palmesøndag" Palm Sunday 1800.

Andreas born to Matros (Seaman) Hans Pethersen and Gunild Rasmusdatter Forstaden

I see in the 1801 Census posted by Jackie that there is a Rasmus Stillausen and Elen Hansdatter in the household. They are perhaps the parents of Gunhild Rasmusdatter. This is likely the marriage of these two from Ancestry.com.

Rasmuss Stilausen from Hauge farm in Onsøy
mentioned here, as died 1808, age 82:

Fredrikstad Facebook page explains that Onsøy was merged with Fredrikstad in 1994. It is a neighbor to Fredrikstad.

In 1865 census, posted page 1, Hans Hendrik and Petter Adolph both have occupation sømand - seaman. Their father Andreas (Hansen) Pettersen b 1800 was a roerkarl - per Kåre, an oarsman. A record for Andrew Peterson b 1849 who lived in Maine notes his father Andreas as seaman. Andrew was himself a sailmaker (Fredrikstad had an active shipbuilding industry). Now comes father to Andreas, Hans Pethersen, noted on the marriage record as matros. On the 1801 census Hans is listed as a Søefarende - a seafarer of some type. So that's a strong tradition going back at least into the 1700s, of sea-related lifestyle in the Pettersen family.

Interesting link, Jane, This is likely then the brother of Gunhild Rasmusdatter, Interesting name that one can follow thru the years.

Jane did a very big job and provided links to the baptismal record for each of the siblings of Andrew Peterson. But the online book linked to did not include the godparents (the witnesses) to the baptism. Sometimes the godparents give clues to relationship which might otherwise be obscured or not yet researched. So here are the links to the baptismal record with the godparents names:
