I am searching for my Great great grandfather Rasmus Olai Hanson born in Davik Norway first of March 1856. He emigrated without his family and I have no reliable information about him except the Declaration of second february 1900 in New York.
In the 1940 United States Federal Census from Duluth, St. Louis Minnesota there is an inmate at Cook home for the poore with the same name, nationality, and estimated birth year 1857. In Park Hille Semetry, Duluth, there is a grave in the name of Rasmus Hanson 1856-1942. In Minnesota Deaths 1887-2001 there is a Rasmus Hansen, Borne in Norway 1856 with correct fathers name and dead in Duluth 29. of May 1942. I feel i am close to conclude with that my Great great grandfather died in this poorhouse. Anyone who can help?

Here is the 1942 Duluth death certificate where the father's name is given as Hans Rasmussen. Note that the wife is named Pettrene.

Then there is one Rasmus Hansen arriving in 1915, with a wife named Petrine Henriette. His last residence in Norway is given as "Hemues", likely a misprint for Hemnes, and he leaves his Petrine behind in Helgeland, quite a stretch from Davik.

The pair Rasmus Hansen and Petrine Henriette Olausdatter baptise at least five children in Hemnes in the years 1891-1902. According to the 1900 and 1910 censuses this Rasmus was born in "Vaage" on 1856-06-30. Towards the bottom of the page in the 1900 census, there is one Hans Rasmussen, also born in "Vaage(n)" in 1828, a likely father for Rasmus, and possibly the one figuring on Rasmus' 1942 death certificate. Also notice Kristine Fransen in 1900, below Hans Rasmussen. The two match well with the parents in this 1856 Vågå baptism for a child Rasmus born 06.30 in that year.

I'm afraid that your Rasmus Hansen b Davik is a different person than the Rasmus Hansen in the Cook poor farm. Most likely that man came from Hevne my bad, Hemnes.

A Rasmus L Hansen emigrated in 1884. But he is listed as unmarried, so probably not the right person.

The 1900 citizenship declaration mentioned on top is this. It refers to something in June of 1893; can someone explain?

This is his declaration of intention (i.e. "first" papers) to become a citizen. What it says that he arrived in US in June 1893. This declaration is a minimum requirement to take a US Federal land homestead and that is usually why you see them taken.

It doesn't give any biographical information on him and there is a Rasmus Olai Hansen Roiseth who did arrive probably in May 1893:

This man's birthyear is not correct 1867 to be target Rasmus unless the 6 in 67 was a misinterpretation of a 5 as in 57.

This proclamation deals with the death of Rasmus' father Hans Rasmussen. It mentions Rasmus Hansen as living near Ledsund by Christiansund, unless I'm wrong about that:

In the 1891 Census Rasmus Olai Hansen Midhjeld is found at Midhjeld, Davik but the census adds that his Sedvanlig bosted: is Nedrebaklande 27 Trondhjem.

The note is a comment to the question in column 10; Has a doctor been called during the deceased's last illness?
The answer to the question is No; and the note says "Was summoned, but could not come due to illness."

So what was Rasmus' occupation that would allow a farm and also a city residence?

The census says Hustømmermann; house carpenter. Probably easier to find relevant employment in Trondheim.
