petra and karl edvin forshell

My ggrandmother Petra Oline Marie Pettersen was born in Hadsel 3/24/1877. I have not been able to find her in the 1900 census.Also, I am having difficulty finding a marriage record for her. Karl Edvin Fabian Forshell - her husband - supposedly sent a note to Tromso stating that he was never married before. So I assume that they were married in Tromso. How can I find a record of the marriage? Can you good people help me?
