Searching the norwegian 1865-census, I found only two persons named something like Charles Thompson, even if you take into considerations all the different spellings that occurs in the census.

If you're sure his father was named Thomas, it looks like the person you're seeking is the one from Storsveen farm in Vestre Toten, Oppland county.
However, Vestre Toten is deep inland, while Kristiansand is a coastal city, so it would make more sense if he jumped ship in Christiansand... [B)]
