If you can't find them in the Ellis Island database, it does not mean that they did not arrive at New York, as the reason why you did not find them could be that they were listed with an odd variation of their name, as we often see. You should experience a little using different variations.
However, they could have prosesed through another port. Here are some of the routes of the White Star Line (the owners of the Olympic) in 1923:
Liverpool - Belfast/Glasgow - Quebec - Montreal
Liverpool - Boston/Philadelphia
Liverpool - New York
