Birth and Death Certificates

Does Norway have birth and death certificates like those used in the U.S.? If so, could someone point me to how I would find these in the Oslo and Baerum areas? I would like to try to find out if my half-sister and her husband have died, as I have not received answers to my last letters to them. Thank you.
