Can anyone identify/translate this document?

Hello, This document was among papers belonging to my wife's great-great grandmother. It is obvious that is is a diploma of some kind, but I'm not sure for what. Several family members at first thought it was a high school diploma, but the date(s) are 1899/1900 and my wife's great-great grandmother came to the USA in 1843. https://plus.google.com/u/0/photos/114342326359681077313/albums/5921343905205215905/5949931347917325698?authkey=CNDwoMStwvT_lQE&pid=5949931347917325698&oid=114342326359681077313 Any insight into this document would be greatly appreciated.
