general question regarding census

I have come to a stop for Walter G. Thompson widower, with son Ernest A. Thompson after the 1920 census, living in Denver. Tried the 1930 census for residences in Colorado and Minnesota- what is the directive when folks don' show up in US Federal or state census? Thanks so much Diane
