Immigration Schemes?

Hi I am tracing my fathers grandfather and he apparantly came out here when he was 7 years old from Norway. Does anyone know of any schemes where children were sent out to Australia?? I am new at this and its very frustrating because I cant find anything on him. Thanks Allison
