missing manifests in the Ellis Island database

I have been trying to retreive the manifest of the SS Consuelo which arrived at New York from Hull on october 8 (or 7). But it doesn't seem to be registered in the database. I have been searching thorougly via the jewishgen missing manifests search machine without any luck. Does anyone know if the Ellis Island database is incomplete?
