Niels Hansen Skaen marriage record

Ostfold Tune Norway marriage records for 1821, page 419 No. 28 shows Niels Hansen Skaen of Schjeberg (I think) getting married to Inger Rasmusdatter. Can someone tell me what the name of the place after Inger's name is? And in the third column, would this be witnesses to the wedding? It doesn't appear to be their fathers' names. Thank you for your help, Dusty
