pass register translation please

Hi, I'm wondering what kind of record this "pass register" is and also what "Afsked som Tambour" means. Are Norwegian inches (tomme) of this era the same size as American / English inches? http://digitalarkivet.uib.no/cgi-win/webcens.exe?slag=visbase&sidenr=83&filnamn=ps06161856hall&gardpostnr=172&merk=172#ovre Help with this will be much appreciated.
