sailors and marriage

Does anyone know whether sailors intending to emigrate were permitted to bring family members on board Naval ships, and if marriages were performed by captains or chaplains during the voyage. If so, are these recorded anywhere? Rather odd question, I know, but I'm running out of options for marriage record. Thanks Jeanne[?]
