I ordered the 1869 and 1870 Quebec passenger lists from the LDS. When I started searching them I realized the months for each year was April through June. Was this the only time of the year this port operated? Thank you

No, Quebec was a major port. Unfortuately, the microfilms are not complete. If you look at Trond's 1870-1894 Emigrant Ship Arrivals database on this site listing ship arrivals in Norwegian newspapers, there are ships arriving throughout the year at the Port of Quebec.
