Who were the original property owners of the Tufsingdalen region? Was it Roros who tried to mine here in the early 1700's? Did they retain property rights after they closed up the mining operation there?

In the US there was Homesteading Act that allowed people to acquire land by claim and working it. How was original ownership establish in the Tufsingdalen Valley? Who built the farms and allowed the cotters to live and work there?

History of the area says that there weren't permanent residents prior to Roros' attempts to mine and that they employed 28 people but when they closed operations only 2 people stayed to farm.

Another account that I can't find the link to right now says that in the 1800's Roros forced a tenant farmer to tear down a Union Hall that he was using on the farm he worked. Does that mean that Roros was his landlord? I haven't found information describing how that property where the farms were built was originally acquired.
